St. John Talbot

St. John Talbot was the Federation representative stationed on the so-called "Planet of Galactic Peace", Nimbus III, in the late 23rd century.
In 2287, the Vulcan mercenary Sybok raised the "Galactic Army of Light" and captured Paradise City, capital of Nimbus III. Talbot along with representatives Caithlin Dar of the Romulan Empire and General Korrd of the Klingon Empire fell under his influence and helped lure the USS Enterprise-A to the planet where they hijacked the Federation starship. Talbot and party joined Sybok in his misguided quest to find the mythical Sha Ka Ree or Eden, beyond the Great Barrier, in the center of the galaxy.
Despite the intentions of the "Planet of Galactic Peace", Talbot unabashedly voiced his belief that the project had failed. He was also a smoker. (Star Trek V: The Final Frontier)

St. John Talbot was played by actor David Warner. Talbot was presented as a drunk, broken man, very unhappy to be stationed on Nimbus III. The Star Trek V novelization goes into some detail about his back-story, stating that he was a once-prominent diplomat who, in the aftermath of a disastrous diplomatic fiasco, fell out of favor and turned to drinking.
Talbot appeared to become romantically involved with his fellow dignitary, Caithlin Dar, at the end of Star Trek V.
Talbot was one of the few characters to be portrayed as a smoker in the Star Trek universe.
