The Commander, Starfleet also known as the Starfleet Commander was a high-level Starfleet position given to a Fleet Admiral. It is similar to the Starfleet Chief of Staff and the Commander in chief.

Fleet Admiral Harry Morrow held the position in 2285. (Star Trek III: The Search for Spock)

In 2372, the Commander, Starfleet ordered all Starfleet cadets, including Cadet Training Squadron 47, to perform field duty on Earth. (DS9: "Paradise Lost")

Commander, Starfleet's orders appeared on a viewscreen viewed by Odo and Sisko in "Paradise Lost". This order also implied that his office was located in Paris, as the order was transmitted from there via a satellite and Luna to San Francisco.
