Stockholm was a city on the European continent, Scandinavian peninsula on Earth. It was the capital of the former nation-state of Sweden.
As of the late 23rd century, it was the home of the Central Bureau of Penology, the organization that directed the activities of the Tantalus Penal Colony and acted as a clearinghouse for research information generated at that colony. (TOS: "Dagger of the Mind")
