Strom was a Vulcan doctor who attended the Interspecies Medical Exchange conference on Dekendi III in 2152.

Strom was one of three doctors that Phlox approached to see if a cure had been discovered in curing the Pa'nar Syndrome or at least progress in slowing its affects, claiming his interest was due to the disease being similar to the Denobulan illness called thymic sclerosis and that his research was for a colleague on Denobula. In reality, he was attempting to find a cure for T'Pol, who had contracted Pa'nar Syndrome through a mind meld. Upon learning the truth, Strom and the other doctors refused to help and, because of the Vulcan prejudice towards mind-melders, threatened to have T'Pol recalled to Vulcan. (ENT: "Stigma")
