A sub-dermal scalpel is a medical device that makes incisions beneath the skin which avoids the need for dermal regeneration.
The Doctor, in 2374, performed a spinal shunt on Ensign Kim after he was attacked by unknown aliens. He used a sub-dermal scalpel for the initial incision. (VOY: "Latent Image")
