Rear Admiral is not the "second highest" admiral rank. It is the second lowest "Flag rank". In ascending order - Commodore, Rear Admiral, Vice Admiral, Admiral, Admiral of the Fleet (equivalent to a Five Star General or Field Marshal in several old Earth Armies).
