[edit] English annexation of France
I like to imagine that England annexed France at some point (perhaps during WW3/Eugenics War?), which would explain Picard's accent, as well as Data's implication that French is a dead language. – The preceding unsigned comment was added by 65.96.181.58 (talk).

At least according to the dvd features of "Star Trek: Generations", Jean-Luc Picard had some mails of his youth written in French. Furthermore, I think it would be interesting to note that: while those long letters were written in perfect French by the movie crew, many other simpler instances of French are filled with spelling mistakes.
