I wouldn't call him "arrogant". He is very concerned with going by-the-book, and has a heck of a reputation to uphold. He also knows his stuff. He was in charge, and wasn't about to let anyone cop an attitute on his home turf. It's about respect. Give it, and you get it. He is liberal with honest compliments for the Enterprise and for Troi, who is nothing but polite to him, while Riker gets all the scorn he deserves for being a pretentious human (he even gives an order to the Enterprise helm over Riker's head). Klim is an animal lover, too, so you know he's a decent sort underneath it all. Frankly, I think he'd be a better choice for a ship's captain than Riker.
