The events on Kolarus III are an apparent violation of the Prime Directive and are at least a act of piracy.

The Prime Directive was violated by Shinzon or whoever he had deposit B-4 on Kolarus III, and Picard and Company corrected the damage. Also, piracy by definition can only occur on a vessel, not a planet. 31dot 16:23, 3 October 2007 (UTC)
