This term has multiple meanings, and examples of both have appeared in Trek. The first being what this article describes, the SPC rank (like the bulk of this article is about) and then there is the the academic degree/speciality (which this article may be inaccurately describing as "a title to refer to a higher ranked person who has been appointed a specialist in a position").
