I was under the impression that creating system interlock was coupling two individual transporter systems to boost the beam penetration ability. Originally, even if transporting ship to ship, only one transporter is actually transporting given person or cargo. With system interlock, they couple both and use both simultaneously. But I wouldn't put my hand into fire for that.
