I read somewhere that the writers/producers intentionally made the name "Tal Shiar" sound similar to the term "Tal-Shya," which describes the method by which Ambassador Gav was killed in TOS's "Journey to Babel." I can't recall where I read that so I don't know if it's official. The similarity in names seems unlikely to be a coincidence, though.
