Tarsas III is an Earth type planet, possessing at least one moon, that is located in the Tarsas system. The Federation Starbase 74 is in orbit around the planet. (TNG: "11001001")

The fact that Tarsas III looks so much like Earth is, of course, because stock footage of the original USS Enterprise entering the Earth Spacedock in orbit of Earth was superimposed with the new USS Enterprise-D entering the same port.
