Temarc was a river referenced in the Tamarian language.
The phrase "The river Temarc, in winter" implies the act of being silenced. Captain Dathon and Captain Picard both used this sentence to silence the Tamarian first officer. (TNG: "Darmok")
It is likely the usage of this phrase in analogous to the fact that the river Temarc was a wild and noisy river, becoming silent only when frozen in winter.
