Tiburonian

The Tiburonians are a humanoid species, native to the planet Tiburon. They are members of the United Federation of Planets. The males seem to be bald and have unusually shaped ears. (TOS: "The Way to Eden") Female Tiburonians have greenish skin, streaked dark hair and huge eyebrows. (TOS: "The Savage Curtain") Some males do not have eyebrows and have a small ridgeline across their forehead. (DS9: "The Ship")
The Tiburonians were known to Humans in 2149, when they hosted an Interspecies Medical Exchange conference. (ENT: "Affliction") Tiburonian government is comprised of a group of tribes. Sometime in Tiburon's past, Dr. Zora did gruesome experiments on the body chemistry of several tribes of Tiburonians. Her work and methods was condemned by later generations, and in the 23rd century, she was seen as one of the most evil members of the Tiburonian species. (TOS: "The Savage Curtain")

It should be noted that it was not explicitly specified that Zora, seen in (TOS: "The Savage Curtain") was in fact from Tiburon, merely that she performed experiments upon the natives.
