The Tribunal of Alpha III is the body responsible for writing the Statutes of Alpha III. Samuel T. Cogley had a paper copy of the work of the tribunal in its original language in his extensive legal library. He claimed the Tribunal was akin to Moses in importance. (TOS: "Court Martial")
