Administrator V'Las (2154)
"Our goal... is to maintain order."

V'Las was the Administrator of the Vulcan High Command in the early 2150s. While holding this position, he was referred to as Excellency. According to Ambassador Soval, V'Las attained his position by demonstrating, under the Vulcan meritocracy system, that he had the best abilities for governing.

In 2154, V'Las planned to launch a preemptive strike against Andoria. This decision was based on allegations that the Andorians were building a weapon, possibly based on Xindi technology. (Soval believed that this evidence had been forged to provide V'Las with a pretext to attack Andoria.) This attack had the potential to devastate both Vulcan and Andoria, and involve other planets, such as Earth.

One of the obstacles in the way of V'Las's plan was a pacifist group known as the Syrrannites, who held that Vulcan had strayed from the teachings of Surak. Since a preemptive attack would be a clear violation of the Syrrannites' peaceful ideals, V'Las decided to eliminate them prior to the attack. V'Las ordered his aide Stel to plant a bomb in the United Earth Embassy, along with DNA traces that would implicate T'Pau, a leading member of the Syrrannites. The detonation of the bomb killed many Humans, including Vice Admiral Maxwell Forrest.

In an attempt to ascertain who had set the bomb, Ambassador Soval took part in a mind meld, an act which was seen as defiant to the ancestral teachings of Vulcan society. The meld revealed Stel's guilt to Soval, but when he confronted V'Las and the High Command, they were more interested in preserving the taboo against melders than in the information Soval had gained. Soval's position in the High Command was terminated.

Later, V'Las authorized the bombardment of the Syrrannites' base in Vulcan's Forge. With the Syrrannites out of the way, he proceeded with his plan to attack Andoria. However, Soval and the Earth starship Enterprise had been able to warn the Andorians of the planned incursion. The Vulcan fleet was intercepted outside the Andorian system by Enterprise and six Andorian warships, and battle was joined.

Jonathan Archer and T'Pau were able to make their way to the Vulcan capital city and transport into the High Command, where they presented the Kir'Shara. This revelation enabled Minister Kuvak, who had long questioned V'Las's decisions, to seize power and call off the attack on Andoria. V'Las was relieved of his position shortly afterwards.

It was not known at the time that V'Las had been conspiring with a Romulan deep-cover agent within the Vulcan High Command, known as Major Talok, to pave the way for the conquest of Vulcan by the Romulan Star Empire.

V'Las was played by Robert Foxworth.
