Veta was a Starfleet admiral in the 2370s. In 2373, Veta traveled to Deep Space 9 as one of the Federation observers of Bajor's entrance into the Federation. (DS9: "Rapture")

Worf was adamant that Veta was not given similarly sized quarters as Admiral Colti on the station, as Veta was outranked by Colti. (DS9: "Rapture")

It was not revealed what grades of the admiral rank were held by Veta and Colti, the possibilities include (in order from lowest to highest) rear admiral, vice admiral, admiral and fleet admiral.
