War and Madness was a comic book arc, spanning issues 71-75 of the DC Comics Star Trek: The Next Generation series.
The Tholians have attacked a Federation outpost, and the USS Enterprise-D brings Kyle Riker on board as an expert on the species. Later, the Klingons are drawn in wondering why the Federation declared war on the Tholians.
