Lieutenant Watley was a 23rd century Starfleet sciences division officer. During the 2260s her assignments included the USS Lexington and the USS Enterprise.

Julian Bashir was introduced to Lt. Watley in 2268, shortly after her transfer from the Lexington to the Enterprise. They met in the ship's turbolift, where she began to flirt with Bashir, first by informing him that his flap was open on his tricorder and later suggestively informing him of her upcoming physical.

After the encounter, Bashir realized that Watley was coincidentally the name of his great-grandmother, who he believed was also serving Starfleet at the time. Because no one had ever met his great-grandfather, he began to fathom the possibility that he might be facing a predestination paradox, believing that he may be destined to fall in love with that Watley and become his own great-grandfather.
