Technician Webb was a radar operator for the United States Air Force stationed at an unnamed Air Force installation in 1967.

He was the first to discover the USS Enterprise in low Earth orbit over a military installation in Omaha, and when he reported it to his superiors, they ordered Captain John Christopher to intercept. (TOS: "Tomorrow is Yesterday")

Webb was portrayed by Richard Merrifield.
