Captain Winrich Kolbe was a 22nd century Human space officer, commanding officer of the VK Yuri Gagarin, a DY-732 class Earth starship. He commanded the starship in 2105, on a colonization mission. (TNG: "Up The Long Ladder")

The real-life Winrich Kolbe is actually a director of many TNG-era Star Trek episodes.
