Zolan was a humanoid alien who accused a Bajoran of mistreating Cardassian orphan left on Bajor.

Zolan told Doctor Julian Bashir that Proka Migdal, a Bajoran who had adopted a Cardassian boy named Rugal, mistreated the boy and was teaching him to hate his own people. This accusation opened an investigation into the matter that revealed a complicated plot by Gul Dukat to embarass Rugal's real father, Legate Kotan Pa'Dar. (DS9: "Cardassians")

Zolan was of the same species as Okalar. He was played by Dion Anderson.
