Zora

Zora was a scientist on Tiburon known for her cruel and inhumane experiments on humanoid subjects to test the body chemistry of subject tribes.
In 2269, an image of Zora was created by the Excalbians in a plot devised to better understand the concepts of good and evil, with Zora representing evil. (TOS: "The Savage Curtain")

Zora was played by actress/stuntwoman Carol Daniels DeMent.
Zora's appearance bears little resemblance to the male Tiburonians seen, which suggests that she may be of another race. However, given that a female Tiburonian is never seen, it is possible that she is of Tiburon and that sexual dimorphism in Tiburonians may differ much more than is normally seen in most humanoids. She could also have been wearing some kind of makeup. More likely, however, her appearance was based on Kirk's image of her, as was Kahless (who bears no resemblance to the clone of Kahless from TNG: "Rightful Heir").
