The Arcturians are a race of clones from the densely-populated Arcturus IV. They provided the backbone of Federation infantry, not least because, if needed, the Arcturians could clone billions of new soldiers overnight. This is somewhat disturbing as it implies that the cloned soldiers are more expendable.

:This information was never on screen, but comes from behind-the-scenes notes made by Robert Fletcher and Fred Phillips for Star Trek: The Motion Picture. It should be noted this is probably not canon, as cloning is strictly against Federation policy, and we didn't see one in the Dominion war.

The Arcturians species were members of the United Federation of Planets in the late 23rd Century, and hailed from the Arcturus system. Some Arcturians served in Starfleet.

A militaristic race, they reproduced by cloning. They provided the infantry for the Federation in the late 23rd Century, as out of their 100 billion total population 20 billion were able to be combat-ready overnight. The color of their uniforms was one of the only ways to tell them apart.

A popular beverage created by the Arcturians was the Arcturian Fizz. (TNG: "Menage a Troi")

Arcturus IV also had an animal known as the Arcturian dog bird. (TOS: "The Savage Curtain")

Background

The information regarding the militaristic and cloned nature of Arcturians, and the association between the name "Arcturian" and the makeup shown is not canon, but is considered to come from a Memory Alpha permitted resource. The source is notes created by Fred Phillips and Robert Fletcher and contained in The Making of Star Trek The Motion Picture. It is unlikely that the Arcturians are quite as Fletcher and Phillips described them as they were not even mentioned during the Dominion War - although it is possible some catastrophe befell them between 2273 and the TNG-era. They could be clones, however, as all the Arcturians viewed in Star Trek: The Motion Picture were identical but for their costumes (native and Starfleet). Additionally, the name of their homeworld was not contained in the notes, but as it was used in a photographic caption in the Sackett and Roddenberry book it is considered to come from a Memory Alpha permitted resource.
